The music was composed by Raymond Scott in the 1930s for his band. The composition is called POWERHOUSE, and the part you are talking about is the "B" section. Warner Bros ended up with the rights, and Carl Stalling arranged the music for animation, starting in the 1940s. The piece appeared in many golden age cartoons. Warner Bros itself produced this demonstration of its use:
